「たしかにあの日、その非常電話は使えなかったようだ」を英語で?

「故障 = 壊れている」ということは「be broken」かな・・・?

と思ったりもしますが、そちらは「物理的に(見た目が)壊れている」イメージみたいです。

「it's out of order」や「it's not working」が、単に「使えない」という場合には便利ですね。
